Government has created a huge network of schools across the country by providing a primary school at every 1 km walking distance from the habitation of a child at the primary level (class 1 to 5) to make education accessible to all. Even though the gross enrolment ratio in the government primary schools stands at 96% still absenteeism, low learning levels and high dropout rates remain a challenge. Enrollment consistently falls with successive levels of education. While the situation is far from being satisfactory in cities, it is serious in rural areas.
